PS: The presence of a priest or a cleric, due to its moral power and prestige, is seen as an essential element that can assure the well being of the executive committee.
Section 3 - Qualification:
A. A nominee for the office of the president and the vice-president shall be a regular member in good standing for one year, at least twenty one years old, and has obtained a college degree or higher from an accredited institution.
B. A nominee for the executive comity with the exception of the president and the vice-president shall be a regular member who has obtained a High School degree or higher from an accredited institution, and is in good standing for at least six months.
Section 4 - Elections:
A. The Board of Directors will be elected for a one year term by the voting members present at the annual general body meeting through a secret ballot.
Section 5 - Meetings and powers of the executive committee.
A. All meetings shall be held in French only.
B. Regular Executive committee meetings: The regular meeting shall be once every two (2) weeks, usually on Sundays during the club meeting, and usually has to last between half an hour and an hour. Every member of the executive committee may call an emergency meeting of the Executive Committee if it is deemed necessary, specifying therefore, the reason for that.
C. Any vacancy, with the exception of the post of the President, occurring in the Executive committee shall be filled by a member who will be named by the president with the consent of a large majority with in the Executive committee.
D. The Executive commitee has the right to form specialized committees, which should report directly to the executive committee.
E. Executive Commitee may assign a specific responsibility to any member if it considers him/her eligible and willing to assume the assignment.
F. The resolutions of the Executive committee are taken with the simple majority, at the condition that the "Four" (president, Vice-President, Tresaurary and Secretary) do not use there veto power and that those same four are all present.
Section 6 - Duties of the President:
A. The President shall preside over the Executive committee and the SCYC general body meetings.
B. The President shall prepare an agenda for each meeting.
C. The President or someone authorized by him shall sign all deeds, titles and buisness documents relative to the SCYC.
Section 7 - Duties of the Vice President:
A. The vice-president shall assume the duties of the President when he is absent or if he is unable to perform his duties.
B. The vice-president shall see that all resolutions and recommendations of the SCYC are carried out thoroughly.
C. The vice-president shall perform duties that may be assigned to him/her by the president or by the Executive Committee.
Section 8 - Duties of the Secretary General (S.G.):
A. The S.G. shall record and maintain all minutes of the meetings of the SCYC in French.
B. The S.G. shall be the custodian of all SCYC records and documents kept at the head office of the SCYC.
C. The S.G. shall send notices of all Executive Commitee meetings and the general body meetings.
D. The S.G. is in charge of approving the policy and the content of the newsletters send by emails.
E. The S.G. is in charge of the external policies of the SCYC.
Section 9 - Duties of the Treasurer:
A. The Treasurer shall act as the chairperson of the Finance Committee.
B. The Treasurer shall maintain checking and savings accounts in the name of the SCYC with accredited financial institutions.
C. The Treasurer shall be the custodian of the SCYC funds and shall oversee all SCYC income and expenditures, but under a full supervision by the president. In this specific case, the Vice-president can not take the role of the president in case of absence.
D. The Treasurer shall cosign with the President or any other authorized officer any disbursement checks.
E. The Treasure shall keep proper books of accounting showing the accurate financial status of the SCYC.
F. The Treasurer shall provide financial reports to the Executive Committe at regular meetings. |
